Here is one with different settings for Adjustment>Variation:

You can also create a template save it as PSD file and reuse it for creating frames by applying different effects.
1. Open a New Document (Ctrl+N), size of your choice (here I will use the same size 550x450px)
2. Add a New Layer, Select All (Ctrl+A) ,go to Edit>Stroke>65px, color of your choice.
3. Keep the Selection on, add a New Layer and go to Edit>Stroke>80px, color different than in step 2.
4. Keep the Selection on, add a New Layer and go to Edit>Stroke>120 px, color lighter than in step 3.
5. Merge all Layers and go to File>Save As>PSD .

How many borders you want your frame to have, that many Strokes you need to create.
With the Magic Wand you can easy select each color, copy & paste to a New Layer and apply any effect that you want.
